Key Agencies for Children with Special
Needs
The following are the key agencies
that are mandated by law or funded
to provide funding, medical, preventative,
support and social services for children
with special health and developmental
needs.

Golden
Gate Regional Center (GGRC) provides
services to eligible children
and adults. For children under
the age of three, a wide range
of early intervention services
are available, including assessment,
specialized instruction and therapies.
Eligible children under the age
of three include those who have,
or are at risk for, developmental
delays. Qualifying conditions
for children over the age of 3
are: mental retardation, epilepsy,
cerebral palsy, autism, and other
conditions which are related to
mental retardation or require
treatment similar to that of mental
retardation. |

The Special Education Department
of the San Francisco Unified School
District (SFUSD) is responsible for
the delivery of special education
services to eligible children. Eligible
children under the age of three, and
their families, receive early intervention
services and supports. Children over
the age of three are asessed by the
district's Screening and Assessment
Center to determine eligibility for
pre-school special education services. |

California Children Services (CCS)
provides medical care and rehabilitation
services to children under age 21
with eligible handicapping conditions
whose families are unable to pay for
their treatment. Most conditions involving
severe or chronic physical disability
are eligible for coverage. Services
include diagnostic evaluation, treatment,
medical case management, physical
and occupational therapy, orthopedic
and pediatric clinic services. Income
limits apply. However, there is no
income limit for diagnostic services,
Medical Therapy Program, high-risk
infant follow-up services and Children's
HIV Program.

SAN FRANCISCO COMMUNITY BEHAVIORAL HEALTH SERVICES (SFCBHS)

SFCBHS
provides mental health services
to uninsured, under-insured, indigent,
low income and impoverished and
homeless populations in San Francisco.
Mental health services provided
include assessment, evaluation
and counseling. Services are provided
on an out-patient basis or where
a more intensive program is appropriate,
in day treatment, residential
treatment, or community-based
intensive care management and
wraparound services. |

High Risk Infant Interagency Council
Round Table is an interagency referral
process to review referrals of children
with special health care needs, ages
birth through five. The purpose of
this review is to ensure that children
are linked to the agencies that best
meet their needs, as quickly as possible.
The Round Table review team includes
representatives from Golden Gate Regional
Center, San Francisco Unified School
District, California Children Services,
Support for Families, San Francisco
Department of Public Health and San
Francisco Department of Human Services. |

Support
for Families of Children with
Disabilities (SFCD) is a parent-run,
San Francisco-based non-profit
organization serving families
of children with any type of disability
or special health care need. Support
for Families provides parents
and guardians with information
about their child's disability
and available resources and services,
culturally and linguistically
appropriate education on how to
access services, and support from
other families who have experienced
similar challenges. SFCD also
provides education and information
to professionals and actively
collaborates with other organizations
to work toward a more coordinated,
family-friendly network of services |
